It's Sandi Castillo

It's "Promise Me" by Sandi Castillo featuring Full Force.It was released in 1993 by D.J. Internatinol Records out of Chicago.Great song, I can't beleive I had to go through my records to find the artist.It's sounds like your sample came off a Tim "Spinnin" Schommer mix.
 
Sandra Castillo and Juan Tovar originally released "Promise Me" on Chicago's "World Records" as the group "Latin Soul"...they filmed a video for the song before Sandra left Juan to sign with DJ International Records. They did a few different versions and also filmed a video. Sandra is married and lives in Michigan, Juan still runs his record store in Chicago.

That is one of the 1st freestyle songs i've ever heard and very popular-the spanish version is beautiful-i got it-do you have heartbeats vol 1 via digital or can you make it digital-i'm definitely up for a swap-from chicago myself and those old freestyle mixes are impossible to find-i'm also looking for cry baby 2 by too big perez-let me know,jim
