Actually the song is by 2AM, not 3AM. I believe they were a freestyle duo from Canada. I got their album "Waiting For This Moment" which was released back in 97. The song you are looking for is featured on it. I also got their single "Do You Really Want To Hurt Me" that was released one year later.
