you write a song, and sell it to a record company who uses it for Johnny O to record a new song, you are supposed to get paid
every time they sell a copy of the song of a cd or tape with the song on it.
So
every time somebody burns the song you wrote onto cd, or copies it onto tape is one more time
you the songwriter, are not getting paid.
Same goes for the singer.
