second sand bag the hole airport. make sure planes can land.

next comandere all small place and helicoptors within 100 miles for relief efforts.


then get all the people out of there through boats.

to the navy ships.

bring all the old army helicopters out of mouth balls.

10 000 maybe.

first thing you do is arrest the mayor. cuase hes a liability at this point. fire the woman governor. and put the Lt gov there.
