I think this song is from the late 80s-early 90s. A man with a high voice is singing. Lyrics go something like this

I'll be your shelter in the pouring rain....

I'll be your shoulder to cry on
Even if its to the break of dawn
Girl you know you can rely on me....

(and then there's another verse that goes)

You can count on me
I'll be everything you'd ever need
Just call my name and I'll be there (I think?)

I filled in the the blanks a little bit for you up there. The song is called I'll Be There and it was produced & written by Joe Smooth in 1988 featuring Mikkhiel on vocals. released on the Chicago label D.J. International Records.
