Help! Song Title and Artist

I heard this song a while back and I just love it, but I have no clue what it's called or who sings it. It is a woman who sings it and I'm positive it's from the 80's. It goes, "Rocking in the streets to this funky beat" then there is an electronic voice that goes "Funky little beat". Can anyone help me? Thanks. :cheers
