Trying to post my picture and I can't.

The "Manage Attachments" section tells me that it can only upload upto 67Kbs.

But the "A Few Guidelines to Posting Your Picture In This Forum" posted by ENIGMA states that upto 300Kbs can be attached...

so what's the deal here???
